My OperaChange comma separator to point separator in Excel!!!

I'm Thai people who just come to study in Germany. At the first time I installed Mac OS X 10.4.6 (Tiger) I selected Germany as my region. After intalled OS then I install Office 2004 for Mac.
The problem was happen to Excel. When I needed to input a number into a cell. I forced to used comma separator for decimal number instead of point separator. I tried to search somewhere in preferences and option in excel to solve this problem but it had nothing.
So, I got idea that I should to change regional setting in system preferences (or control panal in windows os). I changed it into Thai (because I am a Thai people hi hi). But it didn't work. I leave this problem for along time but today I think something that should be work. I change my region again in to USA and try to open again. Awesome!! IT WORK!!!
The thing that I try to tell you is..... This problem can occur to someone who have own language like China, Japan, Korea........bla bla bla. And this is method to solve it whatever in Mac or Windows.
