So just who was The Enforcer cloned from?

Gee I wonder if I can claim this as a legitimate connection? I knew I'd seen the picture on the Enforcer before, but I was surprised to see that The Enforcer and Agent for COMINSEC were published by different publishers.

Chuckles, I believe the techincal term is swipe. There's story that Lee Falk (The Phantom) visited Alex Raymond (Flash Gordon) and found him swiping some Phantom art. Lee turns to Raymond and tells him that they swiped the art from him in the first place.
