No, you need to look at the second digit:
2.4.x = release version
2.5.x = developer version
2.6.x = release version

I think final wouldn't be released at 26th October. Edgy still contains MANY bugs, and the more close time go to release, the more bugs we get. Same thing as with dapper.

The 2.4,2.5,2.6 release/development/release approach was true up to (and including) 2.6
However, as the 2.4 took so long to reach 2.6, Linus decided to change the methodology: Small incremental features are simply added from one 2.6.x to the next.
The way things are run now, it is not clear if there every will be a 2.7 (and subsequent 2.8).
You branch the kernel (maintain 2.6 and concurrently develop 2.7) only if there are deep structural changes which will have such severe implications you need time to work them out and let them propagate thoughout the code. At the moment, as far as I know, there are no such changes on the drawing board.

it's still a pain in the ass to use wireless internet with wpa. no OS is worth going through a bunch of friggin steps to get connected to the internet.

It is a pain to set up WPA. Once you've done it, using it is painless and automatic.
Setting up dual-head is also not exactly trivial.
I expect these things will be polished next year.
