Could it be as an evolutionary signpost or marker on its time-line since the big bang. Perhaps as a kind-of planetary mark of ownership or charge by an highly advanced overlord type being. Which would mean that it was preprogrammed into the very core of the planets or its life forms building-blocks or reactive causality / nature.
Formulating an answer on a 'where?' question reveals it self to be not as inter-related to the other three questions; who? what? and why? As the later three questions are more inter-related to each-other; explaining in brief the reason for my initial three-part question in relation to the presence of a drum in all civilizations on this planet, and its significance in this regard.
Looking from the evolutionists point of view, it could be a hint that evolution happens on a global scale and in a form of an event involving all manner of life forms....
