I've read that this is done by someone in a plane that measures the time your car spends getting from pre-established points A and B. They know the distance between A and B, and by measuring how long a car takes to get from A to B they also know how fast the car is going. If it's over the speed limit they can radio their coworkers on the ground and give them a description of the car. Seconds later you're pulled over and you get a ticket

I have seen these signs in New Jersey sometimes they claim radar use. It is just BS, I don't think any police department could justify that type of expense.
