If you travel to Taipei, you can find this stuff in the intersections. It indicates the traffic light for visually-impaired by sound. Each state uses different animal's sound. How does visual-disable know that?
You can see the description with Chinese and braille on the indicator, but I believe most blind people can not see the Chinese description and they don't know there is a braille description in the intersection. The design idea for this stuff is really "blind".(In Taiwan,"blind" is meaning useless or unreasonable)
