Apenas comenzó su primera candidatura no alcanzaba el 2% en las encuestas, y su propuesta no fue lanzada desde ningún partido tradicional que pudiera vaticinar una posterior fuerza electoral para disputar la presidencia. Sin embargo, su discurso antipolítico y anticorrupción, pero principalmente fuerte contra una guerrilla asesina, terrorista y sin rumbo político, le gestó un impresionante ascenso de popularidad. Una sociedad cansada de los abusos criminales a los que se había reducido el proyecto beligerante y una asfixia en los intentos de solución política fueron la clave de su arrollador éxito con el que llegó por primera vez a dirigir el destino de la nación.
Realizó su primer gobierno, no sin antes reformar la Constitución para permitir su propia reelección. Y a pesar de no haber cumplido su promesa de acabar el terrorismo en su primer período, sus golpes a la guerrilla fueron tan contundentes que llegó a acorralarlos, a capturar o dar de baja a gran parte de sus cabecillas, disminuyendo de forma
drástica su accionar violento en todo el país.
De la mano con la lucha antiterrorista vino también la recuperación económica y la inversión extranjera. Fue reelecto por una amplia ventaja y su imagen favorable llegó a estar cerca al 80% y nunca por debajo del 70%. Y todo esto, a pesar de los grandes escándalos de corrupción y de violaciones a los derechos humanos de los que se acusaba a su gobierno. El efecto teflón que generó, le permitió pasar incólume por encima de los crímenes de lesa humanidad y los actos probados de descomposición política que se gestaron en su administración.
Los escándalos de corrupción comenzaron a cercar sus principales círculos de poder, llegando a sus principales asesores y al Congreso, el cual se vio afectado por una de las principales crisis de ilegitimidad en su historia.
Nuevamente, el envilecimiento político venía desde el Gobierno, pero la gente aislaba la imagen presidencial de este episodio que hedía como nunca a podredumbre. Y no contento con una reelección, comenzó a planear como quedarse en el poder. Pero esta vez, no sólo por gusto sino por necesidad: el miedo a un futuro juzgamiento lo convirtió en
beneficiario y víctima de su propio trono.
Su discurso, cada vez más agresivo, se enfiló contra la oposición política y social a la cual estigmatizó y ridiculizó aprovechando los múltiples espacios oficiales. Generó un ambiente de polarización y recurrió a investirse como el representante de un patriotismo indiscutible, de tal forma que, quien estuviera contra él estaba contra el país y debía ser considerado terrorista.
Mantuvo a los medios de comunicación bajo su poder a través de concubinatos empresariales o por medio del chantaje que ejercía sobre ellos y elaboró toda una maquinaria de propaganda oficial para magnificar su imagen.
Gobernó acaparando todo el poder, a través del desequilibrio institucional que generó su propia reelección. Permitió que la corrupción infiltrara al Estado como nunca antes se había dado en el país y llevó a la moral pública a la más profunda de su crisis. De la misma forma, captó a las fuerzas militares como su ejército propio,
utilizándolas para sus intereses, no pocas veces contrarios a la dignidad humana.
Confundió popularidad con legitimidad y por esta vía pasó por encima de la ley y de la constitución. Atacó al poder judicial con una saña tal que llegó a acusarlo de ser enemigo de la democracia y se enfrentó personalmente a la justicia hasta llegar a doblegarla.
Finalmente, tras 11 años en el poder y ya sin el paraguas de la guerrilla, la lluvia de escándalos le hicieron huir del país y pasó a ser declarado 'moralmente insubsistente' por el Congreso. Hoy, Alberto Fujimori está preso y enfrenta procesos por crímenes de lesa humanidad y corrupción. Crímenes que cometió bajo el apoyo ciego de una sociedad sedienta de venganza y mano dura y en la ausencia de la sana crítica y la oposición política, que diferencian a las verdaderas democracias de las dañinas y falaces tiranías de las mayorías.
Espero que no hayan pensado que el escrito se refería a nuestro presidente y 'patrono' Álvaro Uribe.... porque él y Fujimori no tienen absolutamente nada en común...

When he barely started his first run for presidency, he wasn't even close to the 2% in the statistics, and his proposal wasn't from a traditional party to support and envision a possible electoral force. However, his antipolitical and anticorruption speeches, but mainly strong against a guerrilla filled with murderers, terrorists and without political goals, gave him an impressive popularity increase. A society tired of the criminal abuse, what had been converted the beligerant project, and a lack of results with a political solution were key to his huge success that put him to guide for the first time, the faith of the nation.
He finished his first period, not without changing the Constitution to let himself be reelected. And even without fullfilling his promise of ending the terrorism in the first period, his hits against the guerrilla were so accurate that he managed to put them against the wall, capture or kill a huge part of the beligerant leaders, drastically diminishing the violence in the whole country.
Alongside the antiterrorist fight, came also the economical recovery and the foreign investments. He was reelected by a big margin and his image was always close to 80% in popularity, and never below 70%. All of this, even with the big scandals about corruption and Human Rights violations that hindered the government. The shiny scheme he created, allowed him to avoid completely the accusations of crimes against humanity and the proven acts of political decomposition that were born in his government.
The corruption scandals started to touch his closest circles of power, even around his main colleagues and the Congress, which was then affected by one of the biggest crisis of illegitimacy in its history. Again, the political blindness came from the government itself, but the people avoided any mixture of the image of the president with this episode, that stank in an awful way. And not happy with his reelection, he started to plan how to remain in his position. Only this time, not because he liked it, but because he needed it: The fright of a future judgement turned him into the gifted and victim of his own throne.
His speech, every time more aggresive, leaned towards his political and social oposition to whom he stigmatized and ridiculized taking advantage of the main official channels. He polarized the country and started to cover himself as a delegate of true patriotism, in such way that, those who were against him, were also against the country, and therefore, should be considered terrorists.
He kept the media under his belt by dark bussiness alliances or by blackmailing them, and created a huge official propaganda to enhance his image.
He governed by putting all the power under his control, by weakening the institutions that allowed his own reelection. he allowed the corruption to run through the Government like never before and took public moral to its deepest crisis. He also converted the Army to his own, using them to his interests, not very favourable to human dignity.
He mistook popularity with legitimity and using that way, he came bigger than the Law and Constiturion. Attacked the Judicial Branch of the Government, so harshly that accused it of being enemy of democracy and personally confronted Justice, until he could break it.
Finally, afte 11 years as resident, and without the guerrilla scheme, a rain of scandal after scandal made him run away from the country and went to be declared as 'morally inconsistent' by the Congress. Today, Alberto Fujimori is at jail and faces processes of crimes against humanity and corruption. Crimes he commited with the blind support of the society, thisrty of vengeance and though hand and the lack of healthy critics and politica oposition that truly create a democracy, and differentiate them from the filthy practices and fallacies of a tiranny of majorities.
I hope you did not think this text was refered to our president and 'patron' Alvaro Uribe... because he and Fujimori do not have absolutely nothing in common.

If a single-celullar being took millions of years to learn that grouping armoniously with other single-celled organisms was both a huge advantage and a high risk, but that has been worth it; how much time will take us, humans as 'individuals', to realize that competition is counter-productive, and that the next step in our own evolution is to bind ourselves as one being, as our cells did millions of years ago?
Of course, we can work in group, and as a team too, but to be honest, we are behaving more like rats, than like a cohesive group or team: at the first sign of trouble, the rats leave the ship abandoned to ill fortune. A cell cannot do that... to be part of a multi-cellular entity, means that the cell has to have ultimate commitment: If the cell next to me dies, I die as well...............; but we, as humans, just wander around like single-cellular automata, learnt, by force, that competition is the way to go, that the one that has more money/love/friends/success/internal knowledge of itself/whatever adjective or sustantive you want to put here, is the best

El metro sí se puede hacer, pero a mí la verdad no me importa. Como alguien dijo, Ciudad de México, construída sobre el lecho del lago Texcoco, tiene uno de los metros más imponentes de latinoamérica. Buenos Aires, ciudad de la que regresé hace algunos meses, está construída sobre el delta de un río, y el río más grande de sur américa, sobre terrenos totalmente arenizos (tan arenizos que los edificios tienen 10 niveles de sótanos, pero no pueden tener más de 5 pisos de altura en la mayoría de las zonas) y aún así tiene algo así como 5 o 6 líneas diferentes y todo un sistema de tránsito complejo, pero altamehnte eficaz. Si se refiere a los comentarios de un grupo de "ingenieros" civiles, que basan sus trabajos sobre un proceso mecanicista, como estamos acostumbrados (lo digo porque yo soy "ingeniero") entonces eso del ingenio es algo así como un mundo esotérico, donde lo que no existe no es posible hacerlo. Pero bueno, como dije antes, a mí no me interesa el metro, si lo hace o no lo hace el seño Moreno, me vale un pito, pero el sentir el carácter social de todo un plan de gobierno y el respaldo de un grupo político en crecimiento, eso sí me atrae; y acepto que la política de Lucho Garzón no me ha tocado directamente, pero sí he visto muchos avances en aspectos que _no se ven_ cuando se construyen ciclorutas, bolardos o se "moderniza" una ciudad recuperando un parque en la 93.
Por eso digo que _yo_ no estoy interesado en el metro, y menos en el asistencialismo, sino en cosas como frenar la privatización de colegios (mal llamada concesión), que ahora no es más sino un desparpajo de corrupción, mercantilismo rampante y facilismo llamado promoción automática (gran idea de mockus!), que bajo el supuesto manto de la "cobertura" cayó en el antiguo error de la disputa calidad - vs - cantidad. Y aún así, el mensaje a la presa es ese: "Se amplió la cobertura". Pero nunca preguntan: ¿y a qué precio?
Cuando un tal senador dizque llamado Alvaro Uribe, propone y consigue llevar adelante un proyecto de ley llamado ley 100 por allá a inicios de los años 90, donde se le permite a una tal entidad de salud, eligir bajo su propio juicio a quién atiende y a quien no, creando lo que ahora todos llamamos el "paseo de la muerte" y en medicina legal se le conoce informalmente como "muerte por ley 100", veo que semejantes atrocidades, aún impunes, no pueden venir de gente que se preocupe por un bienestar general, sino completamente particular y con un público objetivo. Si una ciudad, mi ciudad, terminó arrodillada frente a la decisión de un alcalde de fulmilarla con bolardos, finalmente descubriendo que curiosamente la fábrica de los dichosos elementos era de un grupo amigo al alcalde, me doy cuenta que ese tipo de personas no tienen un sentido de pertenencia a la ciudad, sino que promueven el clientelismo político, como siempre ha sido dicho por los lados de izquierda, pero no, eso no importa, pues para _mi_ es eso lo que me prohibe elegir ese tipo de gente para gobernar, capitalistas salvajes (el título del libro de Peñalosa, curiosamente es ese "Capitalismo"), empresarios hijos de empresarios educados e interesados únicamente en conducir una ciudad como si fuera un sistema productivo mecánico, (o en el caso de uribe, una finca de población de 40 millones de cabezas) entonces mi respuesta es "NO GRACIAS, no estoy interesado". Lastimosamente, y mea culpa, no pude revisar en detalle el plan de gobierno de Moreno, pero conozco los lineamientos de un partido como el Polo Democrático y sí, van en el mismo camino en el que a mí me gustaría ver mi ciudad construída, donde los ricos no sean TAN ricos, y los pobres no sean TAN pobres.

[This is a reply I did when someone told me a subway in Bogotá cannot be done, and thus, a fallacy to vote for someone who promises that. This is according to the recent results for electing a Major in this city. Sorry for the "off topic", but this is a very personal topic I would like to chat with someone, any day.]
The subway can be done, but I do not really care. Someone said before me, Mexico City, built upon lake Texcoco, has one of the biggest subways of latinamerica. Buenos Aires's subway, from when I came some months ago, is built on a river's delta, and the biggest one in south america, for that matter, on terrains total and completely sandy (sedimentary rock, so sandy that most buildings have 10 levels down, but cannot have more than 5 up) and yet it has 5 or 6 lines and a very complex transport system, but highly efficient. If you are talking about comments about civil "engineers", that work upon a mechanicist process, like the one we are used to (I am telling this because I am an engineer) then that thing called creativity is a whole new esoteric world, in which if something is not done already, then it cannot be done. Anyway, as I said before, I do not care about the subway, if he does it or not, Mr. Moreno, but to feel the social strength of a government plan and the backup of a growing group, that calls my attention; and I accept that the current government have not touched my personally, but I have seen a lot of better things that _cannot be seen_ when cycling routes are built or when a city is "modernized" by recovering some green zones in a park.
That's why _I_ say I am not interested in the subway, even less in the helpfulness, but in things like stopping selling the public schools at private hands (by calling them schools by "concession"), that nowadays is nothing more than a rampant way for corruption, mercantilism and something called "automatic promotion" (Mockus's great idea!), that under the suposed veil of "coberture" fell in the mistake of quality versus quantity. Yet, the message to the press is: "There is more coberture". But they never asked: At what price?
When some called senator Alvaro Uribe, proposes and manages to bring ahead a law project called ley 100, back in the early nineties, where a so called Health Institution can choose, under its own judgement, who it will treat, and who will not, it creates that we call now "roadway to death" or informal among forensics "death by ley 100", I see that those atrocities, still unchanged, cannot come from people that cares about a general well being, but completely particular and with a defined target. If a city, my city, knelt down to a Major's decision of hunt it with small cement poles, curiously finding out later that the making of those was in charge to a close friend of the Major, I realize that those kind of people do not belong to this city, but to the clientelism, as has always been said by some people, but no, that does not matter, because for _me_ that is what prohibits myself from voting for those kind of persons, wild capitalists (curiosly enough, that's the title of Peñalosa's book), or bussiness men that come from bussiness families, educated and interested in guiding a city as if it were a mechanic productive system (or in Uribe's case, a farm with 40 million cows) then my answer is "NO THANKS, I am not interested". Sadly, and that is my fault, I could not check Moreno's detailed goverment plan, but I do know the main lines of the PDA and yes, they go in the same direction to where I would like my city to point to, where rich people are not SO rich, and poor people are not SO poor.

I just can't believe my ears. Is this the country that rules the world?
I feel like being at school, running from bullies who are so stupid to think they can do anything with brute force only.
I know not everyone is like the people here, but it seems that only the 10% of north americans are educated enough to face the world with dignity, the rest seem to thought they are educated, but... well... democracy is the open willingness to let others think for us.

Hasta ahora nos protegía la Resolucion 189 de 1994, pero resulta que ahora, a esta señora Sandra Suárez, dizque ministra de ambiente, se le ocurre firmar una resolución en la que abusivamente y en unas cortas palabras deroga la protección, habilitando a comerciantes a importar desechos tóxicos y peligrosos a nuestro país. ¿Y nosotros qué hacemos con eso? Si ya teníamos problemas de salubridad en Buenaventura, no me imagino el aumento de problemas que se van a dar. Y todo por un pinche y soberano idiota que nos gobierna arrodillado e hipócrita.

Respetado señor Presidente: Como es de su conocimiento, desde el 2 de septiembre de 2004 Bogotá le propuso al Gobierno Nacional participar en la construcción de la estrategia nacional de negociación del TLC y ser parte del equipo negociador, con el ánimo de contribuir al éxito del proceso y a la defensa de los intereses regionales. Lamentablemente el Gobierno Nacional no aceptó nuestra oferta y hemos asistido sólo como observadores a las distintas rondas. El 23 de noviembre de ese año entregamos a los negociadores nacionales nuestras propuestas de defensa básica del interés regional en cada uno de los temas y nuestras aspiraciones de acceso real al mercado estadounidense. Por desgracia, nunca obtuvimos respuesta del Gobierno Nacional. Cumplidas 13 rondas y luego de que Perú protocolizó un cierre formal de las negociaciones con Estados Unidos, el país ha sido notificado por el Ministro de Comercio, Industria y Turismo, Jorge Humberto Botero, de que se intentará concluir el proceso a partir del próximo 23 de enero en Washington. Sin lugar a dudas, el cierre inmediato de las negociaciones sólo será posible sobre la base de aceptar, en el caso colombiano, un TLC muy similar al suscrito por Perú. Con todo respeto, señor Presidente, me permito manifestarle que de aceptarse un TLC igual al suscrito por Perú se desatenderían los intereses básicos presentados por Bogotá en noviembre de 2004, se pondrían en grave riesgo importantes sectores productivos nacionales y serían muy escasas las oportunidades de creación de nuevos empleos productivos para los colombianos. En particular, señor Presidente, quiero llamar la atención sobre los siguientes aspectos neurálgicos: 1. Si se acepta, como en el caso del Perú, liberar todas las importaciones agrícolas -altamente subsidiadas en Estados Unidos-, desmontar el Sistema Andino de Franjas de Precios y no se sustituye éste para los bienes sensibles por una Salvaguardia Especial Agropecuaria de carácter permanente, en pocos años habrá quebrado buena parte del sector agropecuario. No es posible sustituir la protección arancelaria con subsidios agrícolas porque sería competir con el Tesoro de Estados Unidos. Al contrario, el TLC traerá una reducción importante de los ingresos tributarios de la nación de más de 300 millones de dólares anuales. En esas condiciones se sometería a mayor riesgo la seguridad alimentaria de los bogotanos, se incrementarían las migraciones a Bogotá y se harían aún más difíciles las condiciones para la ocupación pacífica y productiva del campo. 2. En el mismo sentido, permitir que al mercado nacional entren los trozos de pollo que son considerados en Estados Unidos como desechos, sería condenar a la ruina a la industria avícola. 30 por ciento de los 250 mil empleos que genera esa industria están localizados en Bogotá y la región aledaña. 3. Mientras tanto, Estados Unidos no adopta compromisos efectivos para facilitar el acceso a su mercado mediante la aceptación de convalidación de normas sanitarias y fitosanitarias. 4. Aumentar la protección al monopolio de las industrias farmacéuticas innovadoras, más allá de los compromisos adquiridos por Colombia en la OMC, conducirá a una elevación de los precios de los medicamentos. Por ejemplo aceptar, como lo hizo Perú, extender las patentes por demoras injustificadas en el otorgamiento de la licencia le costará a los usuarios bogotanos un sobreprecio de 46 millones de dólares en el año 2030; condicionar el registro sanitario a la existencia o no de la patente, 62 millones de dólares en el mismo año; y un monto igual conceder la protección de los datos de prueba. Esto significaría la negación del acceso a la salud a miles de bogotanos o la reducción de la inversión social en otras áreas prioritarias del Distrito Capital. 5. En el sector de los servicios, que cubre el 69 por ciento del PIB de Bogotá, nuestras expectativas de aprovechar el TLC para exportar servicios empresariales y profesionales se verían restringidas por no pactar visas temporales para empresarios, profesionales y trabajadores, y por carencia de homologación de títulos profesionales, entre otras restricciones no desmontadas por Estados Unidos. Conozco, señor Presidente, la importancia de establecer un tratado comercial sólido y estable con Estados Unidos, nuestro principal socio comercial. No estamos contra los tratados, queremos ser bien tratados. En atención a lo expuesto y a los estudios que Bogotá ha presentado al Gobierno Nacional sobre las negociaciones del TLC, en mi condición de ciudadano y de Alcalde Mayor de Bogotá respetuosamente le solicito, señor Presidente, postergar la firma del Tratado hasta tanto no existan garantías plenas para Colombia y, en especial, para los derechos y el bienestar de los bogotanos y bogotanas. El país requiere un TLC sustancialmente distinto al firmado por Perú. La estructura productiva, así como las condiciones sociales y políticas de Colombia son muy diferentes de las de esa nación hermana. En subsidio de lo anterior, reitero la propuesta presentada en marzo del año pasado por Bogotá de que Colombia solicite a Estados Unidos la renovación de las preferencias arancelarias ATPDEA. Esas preferencias consagran el interés estratégico de Estados Unidos de cooperar con Colombia en la lucha contra el narcotráfico y compensan, en parte, el costo nacional en la infatigable tarea común de combate al narcotráfico. Estoy seguro que el Gobierno y el Congreso de Estados Unidos comprenderán las razones así expresadas por Colombia. La terminación del ATPDEA, en diciembre de este año, no puede convertirse en una espada de Damocles para condicionar la firma del TLC. En cualquier caso, es más factible renovar el ATPDEA que aprobar el TLC, dados los antecedentes de la aprobación del TLC firmado con Centroamérica y República Dominicana. Sólo si es renovado el ATPDEA las negociaciones del TLC podrán transcurrir hasta que las dos naciones encontremos un equilibrio que beneficie mutuamente a nuestros pueblos.
