"Al grupo de académicos hay que decirles que peleen para que cambien. Los únicos que pueden forzar son ustedes. Es el momento de la revolución. No se puede seguir así", dijo.

"To the group of academics we must tell them they have to fight for a change. The only ones that can force, are you. This is the time for revolution. We can't keep like this" - he said.

Llinás, considerado en su momento por el periódico The New York Times como uno de los neurólogos más importantes del mundo, así como uno de los colombianos universales al igual que Gabriel García Márquez y Fernando Botero, envió un mensaje para mejorar el estatus de los profesores en la Universidad.

"A los maestros, primero hay que reconocerlos; segundo, hay que darles el respeto que se merecen; tercero, hay que pagarles mejor y cuarto, hay que darles mejor posibilidad de expresar su propia inteligencia", afirmó.

"The teachers, first have to be recognized; second, give them the respect they need; third, give them better wages and fourth, give them better ways to show their own intelligence", he said.

El científico Llinás se refirió con orgullo a su paso por la Universidad Nacional de Colombia, a finales de los cincuenta y comienzo de los sesenta.

The scientist Llinás talked prowdly of his years at the Universidad Nacional de Colombia, in the late 50's and early 60's.

"Fantástico. Yo tuve dos Alma Máter. Yo hice Javeriana y Nacional. En la Nacional aprendí matemáticas con Carlo Federici. También aprendí fisiología. Me ayudaron a ser más profundo en los conocimientos. Entonces, ambas universidades son para mí bastante especiales", aseguró Llinás.

"Fantastic. I had two Alma Mater. [Pontificia Universidad] Javeriana and [Universidad] Nacional. In the Nacional I learnt mathematics with Carlo Federici. I also learnt physiology. They helped me to be more deep with thoughts. Then, both universities are very special to me", claimed Llinás.

El científico colombiano tuvo como director de su tesis de pregrado al matemático italiano Federici, quien fue uno de los fundadores de la Facultad de Matemáticas de la UN. Más adelante, en la Universidad, Federici formó para él (Llinás) un cursillo de lógica y así comenzaron a trabajar en redes neuronales, según las ideas de McCullogh. The colombian scientist had as counselor of his college thesis the italian mathematician Federici, who was one of the founders of the Mathematics Faculty of the UN. After that, in the university, Federici forged for him (Llinás) a logic course, and so, they started to work in neural networks, according to the ideas of McCullogh. Llinás permanecerá en Colombia hasta el próximo viernes. Carlo Federici was my math teacher when I was in 1st year of elementary school!!! He scared me like hell!!! but I never knew he was such an important person!!

Back on topic, it is obvious how relevant this is... This country does not need to end with the guerrillas like if they were vermins... well... maybe they are, but so is the goverment, and the militia, so no... adding war to the war is not the way to go. That's the easy, and improper way. We need education, and that's something we do not understand.

Well... no, it is already quite difficult to determine what a 'step' is, so this is not the next step in the human evolution, but it is actually an idea I gathered from reading different sources... so basically is just focused in this analogy I am building up right now...

If a single-celullar being took millions of years to learn that grouping armoniously with other single-celled organisms was both a huge advantage and a high risk, but that has been worth it; how much time will take us, humans as 'individuals', to realize that competition is counter-productive, and that the next step in our own evolution is to bind ourselves as one being, as our cells did millions of years ago?

Of course, we can work in group, and as a team too, but to be honest, we are behaving more like rats, than like a cohesive group or team: at the first sign of trouble, the rats leave the ship abandoned to ill fortune. A cell cannot do that... to be part of a multi-cellular entity, means that the cell has to have ultimate commitment: If the cell next to me dies, I die as well...............; but we, as humans, just wander around like single-cellular automata, learnt, by force, that competition is the way to go, that the one that has more money/love/friends/success/internal knowledge of itself/whatever adjective or sustantive you want to put here, is the best

¿Cómo van sus investigaciones sobre el cerebro?

Divinamente. Estamos cambiando la forma de pensar respecto a cómo funciona el sistema nervioso. Aun más, en las próximas semanas va a salir un artículo en el periódico 'The New York Times' sobre lo que se está haciendo en mi laboratorio. Son cosas nuevas y significativas.

Eso es gracias a que en E.U. el desarrollo de la ciencia y la tecnología es prioridad. ¿Cómo ve a Colombia?

Mal. La riqueza de un país se mide por el valor del capital humano. Las riquezas naturales se pueden ganar o perder (ejemplo: el petróleo). La riqueza básica de un país está dada por el nivel intelectual de su población. Desde esa perspectiva, el nivel de educación en Colombia es más bajo de lo que debiera ser, dada la inteligencia natural de los colombianos. No existiendo el nivel de educación necesaria (me refiero a la educación científica, no a si una persona se porta bien), el número de profesionales de la ciencia, ante el concierto de países, sigue siendo comparativamente bajo. Colombia no está dando todo lo que puede dar desde el punto de vista humano. Definitivamente nuestros artistas son fantásticos, nuestros escritores son fantásticos, pero nuestros científicos no pueden ser fantásticos. No porque falte de capacidad, sino porque simplemente no existe el interés ni la voluntad social y política necesaria para sostener un eje científico fuerte, como lo hace Chile.

¿Qué hace falta para motivar ese interés?

El gobierno tiene que recalcar la importancia de la ciencia y la tecnología en el bienestar de un país. Si usted mira lo que está pasando globalmente, los países a los que les va bien son los que están tecnológicamente desarrollados. Y no estamos hablando de países históricamente desarrollados, sino de países que hace 40 años estaban malísimamente, pero que en este momento tienen un nivel perfectamente increíble.

China, por ejemplo...

Pero la cuestión de China es que tiene una gran cantidad de gente. Un mejor ejemplo es Irlanda.

Ya exporta tecnología...

Absolutamente y es un país que hace 40 años era pobrísimo. Entonces, ¿qué pasó? Pues que hubo una revolución en la enseñanza y la generación de profesionales, y se implementó, además, la posibilidad de darles a esas personas trabajo. Yo se, porque he tenido muchos colegas connacionales, que los profesionales colombianos son capaces, serios y trabajadores. Pero sin directiva socioeconómica no hay tal posibilidad de desarrollo. Definitivamente Colombia necesita impulsar y sostener su capital intelectual.

¿Cómo ve el proyecto de ley que cursa en el Congreso para darle recursos a ciencia y tecnología y crear el Ministerio para esa área (MCT)?

Me parece absolutamente esencial. No voy a limitarme a decir que es una buena idea, tengo que decir que es absolutamente necesaria. Sin ese tipo de proyecto Colombia no va para ningún sitio. Sin tal estímulo Colombia va seguir siendo el mismo país, pero dado el incremento de capacidad de otros países estamos empeorando. Oigo con frecuencia "estamos mejorando paulatinamente" y eso no es verdad, nos estamos quedando atrás comparativamente. Es esencial que se le dé a los colombianos la posibilidad de competir como profesionales, técnicos y trabajadores a un nivel alto. La educación, la ciencia y la tecnología son y han sido siempre, la base del desarrollo de las civilizaciones humanas.

¿Cree que dedicar más dinero a ciencia y tecnología es suficiente para fomentar esa competencia?

No. Es necesario pero no es suficiente.

¿Cómo debe ser esa iniciativa? ¿Qué se requiere de ese ministerio?

Que esté constituido por gente inteligente, con entrenamiento científico. Personas no solo capaces de entender la ciencia y ayudar a los científicos, sino que tengan un contexto nacional, industrial y político, de modo que las cosas que se hagan sean productivas. Que la gente que decide ser científico tenga la posibilidad de sobrevivir bien siendo científico. Que Colombia pueda aumentar su postura internacional como lo han hecho otros países donde sus productos incluyen el valor agregado que da la ciencia. Además del valor económico la cultura mejora la calidad de la vida. Es una delicia vivir en un país intelectualmente dotado.

El Gobierno parece favorable al proyecto, pero no es claro si está dispuesto a subir el gasto que significa un nuevo ministerio.

El Gobierno tiene toda la razón en tratar de ahorrar donde sea posible, lo más posible. Pero si lo que más va a costar es el mismo ministerio, entonces no hay ni siquiera por qué hacerlo. El MCT debe ser un ministerio que dé dinero no que lo gaste. Tiene que ser una institución que invierta recursos en el futuro de Colombia, fuera del ministerio mismo. Crear el MCT puede costar mucho dinero, pero si es un ministerio que pueda mover 100 veces lo que cuesta, entonces lo estará haciendo muy bien. Ahora, si va a mover solo un cinco por ciento de lo que gasta entonces es un pésimo negocio.

¿Qué recomendaría?

Hay un dicho muy sabio: "no cace lo que no se pueda comer". Es decir, haga investigación, haga ciencia, pero hágalo en el contexto de Colombia. En cosas que le sirvan a Colombia. No hay necesidad de una academia de astronáutica, porque realmente los cohetes colombianos no la requieren aún. Entonces, ¿qué se requiere? Pues gente que haga ciencia básica como física, química, matemática y biología, porque esa gente es la que da la base a todas las otras ciencias aplicadas de las cuales nace la industria. Y desde luego hay que tener ciencia aplicada que se pueda utilizar, ciencia que le sirva a Colombia. Que se pueda tener la capacidad de generar informática, como lo hace Irlanda o India. O capacidad para desarrollar conocimiento para competir desde el punto de vista de la utilización de la riqueza natural del país. El valor agregado de los productos intelectuales es grandísimo.

Aprovechando la interacción que ha tenido con otros científicos colombianos en el exterior, ¿cuál cree que es su característica más común?

Para mí los colombianos se caracterizan, como científicos, por su tremenda originalidad hija de la recursividad que todos aprendimos de niños. Tenemos la capacidad intelectual de movernos fuera de lo corriente, pero requerimos educación formal para poder utilizar tal originalidad.

¿Esa originalidad no se aprovecha acá?

Absolutamente y es un problema gravísimo, a la gente no se le dan suficientes riendas para que puedan realizar sus sueños. Aún más, educación sin planeación genera una situación terrible porque no se educa también sin tener la oportunidad de poder usar su educación, de lo contrario la única opción es irse del país. Se requiere un plan de organización intelectual para Colombia.

¿Por qué es importante promocionar el tema?

Es importante porque el aspecto más interesante de una persona es su capacidad intelectual. A veces se piensa que la belleza o la simpatía u otros atributos sociales son más importantes, pero la verdad es que de todos ellos, solo el producto final perdura (arte, ciencia, estructura social). A la gente no se le da la posibilidad de utilizar el enorme cerebro que tiene. Eso es una tristeza. Lo más importante que tiene Colombia son los colombianos, y la educación y la ciencia son la capacitación del intelecto.

Usted dice que a algunos no se les da la posibilidad de usar el enorme cerebro que tienen. Según sus estudios ¿qué capacidad del cerebro se usa comúnmente?

El cerebro siempre se utiliza al ciento por ciento. El problema es cómo se utiliza. Es decir, cuando se tiene conocimiento y se piensa claramente el cerebro se utiliza de modo óptimo. También se usa todo el cerebro cuando perdemos el tiempo, pero esa actividad no es productiva. La educación no existe solamente para aumentar el conocimiento sino, además, para pensar claramente. Es con ese pensamiento en mente que quisiera que se les permitiera a los colombianos la posibilidad de competir con los demás. Esto nunca se les ha ofrecido. Sé que cuando se les da la posibilidad lo hacen divinamente.
