What perplexes me though, is how come it's only known to the state of California? :confused:.

In America, if a scientist finds any correlation between something and a disease, and publishes that, the state normally puts warnings on to cover it's asses. The problem with that is that you can only go on generalities. This yellow dye may have been used in the bedsheets of nine out of ten people who have cancer hence the correlation. The fact that it may only be on bedsheets used on a cancer ward at a hospital makes no difference.

This colour probably contain phthalates. It is usual content in paint, especially the ones for colouring a fabric or for making transfers. Several years ago colours with phthalates were forbidden in EU and USA, but the rest of the world are still using them. I know because I am working in printing company and we cannot export our goods to countries of EU.
As you can see in this Wikipedia article, phthalates are not contained in colours only but in lots of a products.
