When the rope is dry - it is nice weather
When the rope is wet - it is raining
When the rope is hard - it is freezing
When the rope is moving - it is windy
When the rope is not moving - it is calm weather
When the rope is fainly visible - it is foggy
When the rope is not visible at all - it is dark
When the rope has fallen down - there is an earthquake

This weather forecast has never ever been wrong. P. S. There's usually one more line which says: When there is no rope at all - some ****** (the most decent translation is 'ugly duckling') stole it.
