Revealed to the masses through the Fast and the Furious movie franchises, the tuner culture parallels the hot-rod/street-rod gangs who were prevalent during the '50s. Technology and performance philosophies may differ, but the goal remains the same: juice up humdrum passenger cars to become the best on the street. The tuner market in the U.S. is a $5 billion industry -- in performance and appearance accessories -- so, it only makes sense that automakers want a piece of this trendy action.

Originally, the sport compact tuner market sprouted due to auto manufacturer's neglect for the small-car segment in the '90s. Now, manufacturers push their cars through blatant marketing strategies that target the young tuners and produce cars that are ideal for tuner upgrades. While it is possible to upgrade and change any vehicle -- given you have the time, money and talent -- only a handful of vehicles, listed below, are considered the top tuner cars on the market right now.

Russia Wants to Moonwalk by 2025

Aug. 31, 2007 — Russia plans to send a manned mission to the moon by 2025 and wants to build a permanent base there shortly after, the head of Russian space agency Roskosmos said Friday.

"According to our estimates we will be ready for a manned flight to the moon in 2025," Anatoly Perminov told reporters. An "inhabited station" could be built there between 2027 and 2032, he said.

The only moon landings in history were under NASA's Apollo program, which began in 1968.

In December, 2006, NASA announced plans to establish a permanently-occupied lunar base with manned missions starting in 2020, calling it a key step in further human exploration of the solar system.

The plans were stimulated in part by President Bush’s declaration of a new vision for space exploration in January 2004, in which he spelled out establishing a moon base by 2020 and then traveling to further destinations, including Mars.

A spokesman for the Russian space agency announced last May that Russia would not participate in lunar exploration with NASA. But Russia still plans to stand by NASA in completing the International Space Station.

Laying out Roskmosmos' plans for the next three decades, Perminov said that Russia's space program receives less than 10 percent the funding the U.S. program receives, yet retains great ambitions.

Russia intends to complete construction of its section of the space station by 2015 so that the ISS "becomes a fully-fledged space research center," he said.

"Major modernization" will also be carried out to the Soyuz craft used to ferry people and cargo to the space station.

An expedition to Mars remains a long-term ambition for Roskosmos, which hopes to mount manned flights there after 2035, he said.

Many difficulties linked to the planet's extreme physical conditions remain unresolved, however.

"Current spacecraft do not provide the protection needed for the crew to survive and return to Earth," he said.

The expected two- to three-year duration of the voyage would also involve huge challenges in terms of storage space and stress on the crew, he said.

China, meanwhile, has stated its own ambitions to explore the moon. China lunar program vice director Long Lehao announced in June 2006 that the nation hoped to send a manned mission to the moon by 2024.

Service marks Diana anniversary

Family and friends of Diana, Princess of Wales are gathering to mark the 10th anniversary of her death at a memorial service in London.

The Duchess of Cornwall, who will not be attending the hour-long service at the Guards' Chapel, said in a statement earlier this week that her attendance "could divert attention from the purpose of the occasion".
She said she was grateful to her husband and the princes for supporting her decision not to be there.
There will be four hymns, concluding with Diana's favourite, I Vow To Thee, My Country, and a reading from her sister, Lady Sarah McCorquodale.
Hundreds of people are also expected to attend the Manchester service - at 1630 BST on Friday - which will include readings, a blessing and music which was played at the princess's funeral. William and Harry said that this was for people to celebrate their mother's anniversary and they should be bringing the public into it more
Admirers of the late princess have been tying flowers and cards to the gates of Kensington Palace - her former London residence - as they did in 1997 after her death.

Tale of two cities: Biloxi and New Orleans

NEW ORLEANS, Louisiana (CNN) -- Almost every day Erick Ventura wakes up, he thinks about leaving.
For the past year, Ventura, 38, and his wife Trisha, 34, have been living in a cramped FEMA trailer, parked outside of their Lakeview home just a few hundred feet away from the 17th Street Canal.
Two years after Hurricane Katrina, thousands of people in south Louisiana and along the Mississippi Gulf Coast are still struggling to rebuild their lives. Recovery from such a catastrophic event is slow and complex. Though the population and economy in the region's two largest cities of Biloxi and New Orleans continue to grow, serious issues persist.
Katrina's floodwaters battered the Crescent City's already fragile infrastructure, crippling public schools, hospitals and other basic services. Violent crime is soaring and increased insurance costs and a housing shortage are making the city less affordable. Along the Mississippi coast, increased labor and insurance costs are hindering the rebuilding.
"People need to realize that we're rewriting the chapters. We're in unchartered territory because no city has ever gone through what we've encountered over the last two years," said New Orleans Councilman-at-Large Arnie Fielkow. "When you look at the cause of our situation, the massive failure of a flood protection system caused by the negligence of our federal government, we're trying to pick up the pieces in a way that we can rebuild New Orleans to a better place than it was pre-Katrina."
Despite his frustration, Ventura said he plans to stay.
