Opera Mini vs. Opera Mobile Browser

I tried out Opera Mini, but I've only used the non-Mini Opera Mobile Browser very briefly. I was wondering how Opera Mini compares to the full (non-Mini) version of Opera for Mobile. I know that differences between devices will alter the experience, but in terms of rendering (for example), do pages rendered on Opera Mini look exactly the same as pages rendered on the Opera Mobile Browser? All else being equal, which browser is faster? What can you do with Opera Mobile Browser that you can't do on Opera Mini or vice versa?
For someone who is thinking of getting a mobile phone to access the internet, and is debating between a more expensive smart phone that runs Opera Mobile Browser and a less expensive phone that runs Opera Mini, what would you recommend? Obviously, you get other things with the smart phone, and you'll save money on a normal phone, but how do the two web experiences compare?
