Yeah. Judo, former agent in the secret services, got chosen as president-elect because the former president saw him as a loyal subordinate who wouldn't prosecute him. Putin didn't prosecute Jeltsin, yeah, and he left his family in peace, but quickly made it clear he wouldn't take shit from nobody. Also, W. looked into his soul and saw that Putin had good intentions/was made from pure awesome. Definitively qualified.
