Public health care

Here in Italy there is the public health care. Among the different services, the State gives some money for each patient to the "family" doctors who take care of them. What happened then? It seems in Sicily doctors were taking care of 51.287 already dead people and then getting payed by the State for it, a fraud for about 14 millions. And these are only the discovered cases in ONE of the 20 italian regions.

It is just a fraud. The doctors simply had dead people still listed as regular patients. I don't find it horrible, just annoying.

I think this is a common type of scam in many countries. Not just for helth care, but for all sorts of businesses/organisations that get money for each member/customer.

In the 90's a couple of our political parties had done the same type of scam. They had people who where dead, did not exist, and people no longer as a member on their list, and received extra money each year that way. The scam was not as big as the one you are referring to, but since we don't have a lot of scams in general in Norway (at least they don't surface as often here as in for instance in Italy), they made big headlines and there was a big clean up and thorough checks of all the political parties to make sure no one came out of this without being punished for their crime.

You are right, those things happen everywhere, people are people after all. But here the phenomenon is out of control and pervasive. It is like NOBODY is honest and has got any sort of ethics. Besides, here the army is sent to patrol the streets and that alone tells you something of the situation. Frustrating at best.
