Upset again or the beauty of Italy

I am buying a new PC with a new monitor, so I asked the shop to get my old PC and monitor and they refuse, saying I have to bring my stuff on my own to the local city collecting area.
Now, pay attention:
1. I am paying some amount in the price of the new computer for covering costs of disposal.
2. The city collecting allows me to bring two pieces of electronics A YEAR, then I must pay for the disposal.
You understand why people just drop their waste in some dark corner at night just to avoid the inconvenience of going to the collecting area, to be tracked and identified with a chip card and then to be asked to pay for the disposal that they have already payed and should not be their business.
And, here in northern Italy there is a public collecting/recycling system in place for the waste, in many other places of Italy they just throw everything on the same pile, regardless if it is plutonium, computers or baby diapers.
