Neon v2 can display up to 10 effects blended each other with
different modes: additive, subtractive, multiply, mask, etc.
Each of them can also have its own filter plus a special layer
to apply a filter to all FX at once.

to fullscreen with a bilinear filtering when needed. Read manual

Filters
Filters can be applied to any FX source. Neon v2 filters include
colorize, distort, hi/lo-pass, pixelate, emboss, glow, blur,
halftone, etc. Any user can also program his own filters using
a plain Microsoft .FX effect file based on Pixel Shaders 2.0.
Filter SDK
A filter SDK is available so everyone can code their own
filters, with custom variables added to the GUI easily (slider,
checkbox, combobox, textbox). VC6 C++ basic filter sample
included.
Freeframe
Freeframe support (beta) for all you freeframe filter fans. No
limit for custom variables, they are added runtime as needed."

Definately one of my favorites. Its also one of the hardest to
work with without experience, so learn try to get some before
jamming with this bad boy.
