In an ongoing attempt to improve my photographic works, I edited the crap out of the third picture in this post. I thought maybe it was over-worked, but I'm pleased by the final result.
The final effect is oddly subtle. Indeed, I think that since the original itself is rather surreal, the editing actually aids to ground it, giving the impression that it is not what it is in fact: a actual photograph with a rather striking perspective.
I have always wondered how these cel-shading / cartoonish effects can be achieved using a free graphics editing program (read GIMP). Any tutorial on the web that you know of ?

I might also have tweaked some other colours, but they would have been more minor.
For the record, I use PaintShop Pro for my editing.
