Use the Archive Utility to open BSA files located in the Fallout3\Data\ folder. For example, the NPC voices are stored inside the "Fallout - Sound.bsa" file. I found the tool on this page.

.DDS files located inside the BSA archives can be opened in Adobe Photoshop by installing these plugins. (Go here for newer versions.)
