Extra Info:In Heart Gold and Soul Silver you can take it to Ilex Forest to do some time traveling to learn some more of the Team Rocket story involving Giovanni. Then when you use the Transfer Machine in Black and White to bring him over, you can get Zorua from within the GameFreak offices in Castelia City.
