This is my second tutorial in Photoshop -
1) Create new document of size

2) Press "G" for Gradient tool

then

3) Your gradient will look like this... not bad...!

4) Press ctrl+j for duplicate the gradient layer.
5) Press "D" for default color (Black and white) and select white as foreground color, go to Filter - Reticulation keep Density - 50.

6) Go to Filter - Render - Lighting effects and keep the color and other value as given.

7) Create new layer and go to line tool shortcut is "U". Create 5 pix lines as shown below.

8) Then select Rectangle marquee tool shortcut is "M" and make a selection as shown below.

9) Fill them as shown below.

10) Change layer mode to color as shown below.

11) Now its time to final touch. Duplicate the gradient layer.

12) Go to Filter - Blur - Gaussian Blur, keep radius as 23.3 pixels.


13) Change layer mode to Lighten and opacity to 75%.

Now its looking better than before...
14) Create a new layer on the top and go to custom shape tool.

15) Select any shape you want.

16) Press "D" for default color (Black and white) select white as foreground color now I have selected bulb shape as shown below. Press Shift key for maintain aspect ration.

17) Add more shape or effect depend upon you. I set following value for bulb glow.
