A very quick tutorial on how to create dotted line, circle and any other object.
1. I have created a new document in Photoshop size about 1600 x 1200.
2. Fill with any color, I filled with white color.
3. Press "B" for Brush and from brush select drop down select Basic brushes.
4. Press F5 or click on Toggle the brush palette.
5. Go to Brush Tip Shape option and increase the spacing as per your requirement. I have kept 150 as amount. Now if you use this brush by Holding shift key you can draw straight line.
6. Remember before drawing an object please select Paths option shown in image. If you want in circular dotted line then draw a circle by using Ellipse Tool (Shortcut is U).
7. Draw proper circle by holding shift key.
8. Then Press "P" key for pen tool.
9. Right click on circle shape and select Stroke Path option.
10. Select Brush in this option.
11. Now press delete key to delete that path.
You can create your own brush or try this option on path using pen tool and drawing any shape.

You can create brush as per your requirement (Straight line or curve line) and can apply using same trick.
