HKEY_USERS\.DEFAULT\Control Panel\Desktop\Wallpaper sets a wallpaper for the "Default" user (which handles the logon settings).
In addition, there are a couple undocumented keys - HKEY_USERS\[username]\Control Panel\Desktop\WallpaperoriginX and WallpaperoriginY - these control the X/Y coordinate shift off the centre of the screen.
So, to set the current user's wallpaper to be shifted left/to the top by 20 pixels:
HKEY_CURRENT_USER\Control Panel\Desktop\WallpaperX=-20
HKEY_CURRENT_USER\Control Panel\Desktop\WallpaperY=20
And,
HKEY_CURRENT_USER\Control Panel\Desktop\Wallpaperstyle
controls the style: 0 - centre, 1 - tile, 2 - scale.
