I think it means one of two things: (1)women are more complicated than men; and/or (2)it takes a lot more for a guy to turn on a girl, than vice versa. Am I close in either case?

I for one haven´t seen this before - but it makes sense all right!

I can see it two ways:

1. Men are like the opera browser - simple but with a lot of functionality, therefore the most intelligent.

2. Women hold much more content, that´s why they have all those controls. Otherwise they wouldn´t be able to multitask so much better than men, who are the simplest to control - therefore the most narrowminded of the sexes.
