If he had a contract with the government here the gift would be delivered about 3 weeks after Christmas and they would be 1/3 broken, 1/3 missing (stolen) and 1/3 wrong.

...and he'd work on a no-bid cost-plus contract, meaning the more he spends, the more he gets paid, no limit, no questions asked. I think Dick Cheney might be involved.
