Got it downloaded and installed. First order of business was reconfiguring the UI to match my preferences for layout. Imported my feeds and bookmarks from Opera 9.23. I've synchronized my bookmarks and speeddial but not sure where I access those from on my.opera.com. Read through the changelog for Windows and now reading Get to know Kestrel. Now time to give the release a workout.
