He's not a fighter, never was, until he met the shouldocrat. She pushed papers into his face. She shoved them into his hand. He took it all and he let the papers pile high. It amused me to see this and also others get in a real mess over a peice of paper. But he would smile and shake his head. The difference between him and everyone else it seemed was that he was a wouldocrat and a couldocrat and would do that but when it came to the shouldocrat he couldn't do that anymore.

I usually take time to understand people and the system. I find it interesting to learn about the process and so I decided to follow the shouldocrat around one day and this is what i found. She woke up, went to work at 8am and she left work at 4pm because she should. And one day she made a mistake. She pressed withdraw instead of deposit. But because this shouldn't happen they didn't undue the wrong that she did because she couldn't let anyone know that she had made a mistake. The couldocrat lost everything because of this and when he tried to recover this he had to do everything that should be done. He had to file a complaint, and then he had to provide supporting evidence, and then he had to wait and when they looked into it they found that the shouldocrat didn't do anything wrong. The shouldocrat then told the couldocrat that he should have paid more attention. Now there was nothing she could do.

But he could see that there was something she should have done to resolve all of this. And so he went back to see her day after day afterall it was her mistake that ruined his life all because she pressed the wrong button and gave him the wrong slip of paper and wouldn't admit that she had made a mistake. She could lose her job if she chose to help the couldocrat. And so she said that according to the rules he should apply for a number and so he took the form and filled it in. He got an answer saying that he should go to this office at 12 noon the following month to have an interview with the managing shouldocrat. He went there and the man asked him for his permit and then sent him away. Two days later he received a letter saying that his permit wouldn't be enough to give him a number and to phone this number for more information.

The number was for the supervisor of the department and after letting the phone ring for 30 minutes the woman finally answered. She was a ludocrat and she said some funny things to the couldocrat. She said that she spoke to the proofocrats who said that his permit was not the right one for getting a number. When he replied that that was the permit the proofocrats gave him she said that she was sorry there was nothing she could do as she was just following the ludo rules.
