"Go to URL" in a background page jumps to another tab, than the current one, I think it has something do with "cycle in tab order"?

Enable Open new tab next to active in CTRL+F12 Advanced Tabs

I had this in my menu and I removed it after I find out that "Go to URL" works just fine if you hold the Shift key down.

You can also uncheck Reuse current tab in Preferences > Advanced > Tabs to always open a new tab for searches, context menu items, bookmarks etc..
