Tools → Mail & chat accounts... → [SELECT AN ACCOUNT] → Edit... → Outgoing → Signature

Opera doesn't allow HTML outgoing mail. It only receives and displays HTML but can't send it.
Adding image to a signature requires HTML, so... I let you guess. :whistle:
