How to always expand "Details>>" in Opera add bookmark, delete private data, search engine, opera link dialog boxes?

It is annoying to click Details>> in dialog boxes every time.
Download dialog-modified.ini (file contains all dialog tweaks), enter path to dialog-modified.ini in Dialog Configuration, save and restart Opera.

Make a copy of defaults\dialog.ini from Opera installation directory, rename it to dialog-modified.ini and open it in any text editor.

I always type some tag-words into the Notes field as future help in finding a Bookmark, so it's unfortunate that the Devs elected a default=hide. I recently lost your tweak due to upgrading to v9.23.
So I went to the Forum Search, but we all know how difficult it can be to find a unique control element. Among Opera's thousands of tweaks, finding your hint again was an ordeal! You can see I managed after an hour or so.
But this quick question -- before finding you in the Forum, I tried using this:
Opera:config ...
using QuickFind box on => details ...
Reveals a tweak setting for ...
Hotlist Window
Show Accountinfo Details
So I tried changing the setting ...
from zero to 1
then Save
... but it doesn't work!
Also setting 2 doesn't work. Shouldn't it??

Please understand, I have not yet changed dialog.ini.
This question:
Is the opera:config setting a valid alternative to changing dialog.ini?
If not, why not?? ... a bug?

Upon relaunching Opera, the setting has reverted ... to zero in my case. Apparently Opera:Config cannot alter this setting, even though it indicates that it has.

Which brings up my current Big Idea: isn't this a shame? A waste of time, and an example of how things just don't disseminate in the community at present - even among the small group of hardcore tweakers. And: isn't this exactly the sort of useful thing which should be posted in the setups library (http://my.opera.com/community/customize/setups/, parallel to the skins library)? No-one uses it. It's there, all set up.
For agitprop about how we need to get serious about organizing, about the publishing and assimilation of what we find or make, see my remark in that Dude thread and also (at length) here: Should Opera follow Firefox away from the cathedral and towards the bazaar?
I think we need to grab hold of community/customize and make it like Firefox's extension system: THE place to go, the obvious place to publish and offer Opera customizations. Empty out the blogs! Stop shouting into the wind in forum threads: pull it together, make it the place to go and therefore a place worth going for both users and developers. Hope you'll consider it, Tamil; you certainly have a lot to offer if such a venue takes hold. (Note I haven't put anything there yet either!)
