Some time ago i wrote an entry where I expressed my very strong dislike of people forcing others to listen to music in public places by means of playing it on cell phones equiped with an mp3 player and horrendously bad sound reproduction.
As strong of a dislike I have for authorities in general I can not but commend the police officer** that, according to an article in the Flemish edition of the newspaper Metro's thursday edition fined a youth with 250 euro for disturbing the public peace by playing music on his cellphone too loud.

I understand your point as I don't like hearing others conversations
or hearing their music on their cells..
I am sure sooner or later countries will pass some kind of law against
noise polution.
