Azelf is a small, blue, fairy-like Pokémon. It has two tails that each have a red jewel on them. These are, presumably, two of the jewels which make up the Red Chain. Azelf has a partially cyan face with another red gem on its forehead. Azelf has a cone-shaped head with fins on the side.

The Red Chain is an item created from the gems of Sinnoh's legendary trio: Uxie, Mesprit and Azelf. It is used by Cyrus to bring out either Dialga or Palkia, in order to complete his dream of creating a new world.
The item is, in fact, unobtainable in Pokémon Diamond and Pearl. This is because Cyrus uses the item himself in the story, and by the time Dialga/Palkia is summoned, the item has lost its purpose. It can still be obtained by hacking, but will have no function.

Azelf is a genderless species. Also has the ability to control one's will, according to the Sinnoh Pokémon Handbook. It can also enter the body of another Pokémon or a human. It sleeps beneath Lake Valor.

"Interesting Facts"
Azelf is the first legendary Pokémon since the legendary birds of Generation I to have its name changed. It is, as of Generation IV, one of the three lightest legendary Pokémon, tied with the other members of its trio. It is also, tied with the other members of its trio, the second lightest of all Pokémon, after Gastly and Haunter. Azelf appears to be a pixie or a fairy and the color cyan, although its name suggests that it's an elf. Azelf and the rest of the trio could possibly have originated from the Imperial Regalia of Japan, which are also called the Three Sacred Treasures. Azelf would be the Sword of Valor. Azelf comes from azure and elf or us and elf. The first part of its Japanese name comes from the Japanese verb aguneru, meaning to lose interest in. The last part of its name comes from gnome.

After a Nasty Plot boost, there are very few things standing in the way of Azelf rampaging through teams. With Life Orb, Azelf can threaten to 3HKO Blissey and 2HKO Snorlax with a boosted Psychic. Flamethrower tears through Steel types which resist its STAB attack, and also allows Azelf to OHKO a Weavile switch-in. Grass Knot helps to cover Tyranitar and will OHKO after a boost. If you have access to it, Hidden Power Fighting is an excellent choice for dealing with all Dark types as well as Heatran. Leftovers can aid in taking assaults such as Swampert's Waterfall, Infernape's Close Combat and Dusknoir's Shadow Sneak better, although at the same time you lose some power and won't OHKO a Weavile switch in.

Choice Specs helps to take down some of its potential counters, as they may be unable to take repeated punishment from its boosted attacks. Explosion is what makes this an even bigger threat and works very well on a team loaded with special attackers. Lure in Blissey and Explode right in her face. U-Turn is also very useful, allowing Azelf to scout for its counters and get in a light hit. As an added bonus, it's super effective on Tyranitar and Weavile and can help to wear them down. Choice Scarf ensures Azelf will outrun everything—most notably Weavile—and is worth considering over Choice Specs. Rash is an acceptable nature if one elects to use it.
