According to the Encyclopaedia of International Law, an intergovernmental organization is an “association of states established by and based upon a treaty, which pursues common aims and which has its own special organs to fulfil particular functions within the organization”
They however have become increasingly prominent both in facilitating conflict resolution between states, but also in dealing with intractable conflicts within states. They serve a number of basic functions that enhance the possibility of cooperation.
The activities of Intergovernmental organizations in Ghana have come with its accompanied relevance and demerits. These intergovernmental organizations include the World Health Organization, The British Council, The West African Monetary Institute and the United Nations
The United Nation Development Programme for instance in Ghana is a branch of the United Nations’ global development network advocating for change and connecting countries to knowledge, experience and resources to build a better life
Intergovernmental Organizations in Ghana has played and continues to play a significant role in the nation’s development process. Among many other merits is the fact that they have helped with poverty reduction efforts the country. The United Nations Development Programme for instnace sponsor innovative pilot projects, promote the t he role of women in development and brings the civil service, the government, and outside funders together to coordinate efforts at poverty reduction
In a press released on the 20th, January, 2011, the World Bank board approves a US$215 million Poverty Reduction Support Credit to the Government of Ghana. The goal to the credit was to support the government’s efforts to consolidate ongoing fiscal stabilization and promote develop development objectives set in the Ghana’s Shared growth and Development Agenda – the national medium term development policy framework for 2010 – 2013
Over the last decade, Ghana has received a total of six Poverty Reduction Support credit form the World Bank averaging US$100million per year in budget support between 2003 and 2008
Intergovernmental Organizations in Ghana has helped in the improvement of the Ghanaian health sector. This has come in cash and in kind such as the invaluable dispensation of skilled personnel into the health sector. The World Health organization for example in recent times has done much to help the country in that effect. For instance in the organization in collaborative efforts with the government on the 3rd of March, 2010 launched National Immunization Days against polio. In October 2010, the measles supplemental immunization activities in Ghana received a major boost when a 28-member team from the UN Foundation joined the health team to help with government efforts
Intergovernmental Organizations have played an invaluable role in the achievement of democracy and national security in Ghana. These organizations have emphasised the gaze of international eyes on the affairs of the outside world on the country. Organizations like the ECOWAS have really contributed its quota to this effect. The Economic Community of West African States fuels democracy in Ghana to a large extent. The organization’s website for instance show provides information on the up and running of the Ghanaian economy. Documents that are hosted on the site include the 2010 Census provisional results, the 2011 Budget Statement which by this means is available to the whole country and the world as a whole.
Intergovernmental Organizations in Ghana however has its own demerits, one of which is the often overlooked exploitation of the human resource base of the country. A typical example is the dispatch of a sizable number of military personnel to war torn areas to help in peacekeeping missions. It seems a good cause though but those soldiers who happen to a selection of the finest could have rendered their services to the country instead of embarking on life threatening missions for other nations which in a statement released by Lieutenant Colonel Dan Mishio of the Ghana Armed Forces has cost the nation 120 lives in the process. To add to the injury Ghanaian soldiers on UN mission continue to cry foul of unliveable and unbefitting conditions they are subjected to with reported cases of soldiers on peacekeeping missions being made to pay for their own accoutrements.
Mention can also be made of the seemingly hidden agenda of some Intergovernmental Organizations. Some of the world’s veto powers through some of these organizations seek to strengthen their “power”. The United government for example seem to be interested in establishing military bases in as many countries as possible. Countries like Ghana seem to be targets of economic exploitation even though it comes in the form of attractive packages. It is curious therefore to notice that before the September, 11th bombing in the US in 2001; conventional thinking in Washington perceived no vital strategic interests for the US in the Sub-Sahara Africa. This has curiously changed and even intensified on the Ghanaian economy with the discovery of oil off the Ghanaian shore.
The proliferation of Intergovernmental Organizations has also led to the meddling into the affairs of countries by foreign counterparts. Ghana as it stands is under the watchful eyes of the world community. The World Bank being the main monetary body is able to have a say in the nation’s economic programs.
The existence of Intergovernmental Organizations in Ghana has its advantages. From this discussion, it can however be seen that it is accompanied by pretty disturbing demerits.
