The Price of Honesty

My parents started a business in august this year, things didn't go as well as planned, so they decided to close the business. My parents are extremly honest people, and report everything to the goverment tax office (SAT - SHCP) the equivalent of the US IRS, they complied with everything they asked.
Because at the begining they used not numbered notes, actually three notes, but later they find out that was wrong so they buy new notes, now numbered and remplace the older ones, three notes, the total value of that sale was $60.00 usd (nothing really) but the goverment decided they do wrong and charged a fee of $11,000.00 pesos or $1,000.00 usd for those three notes!!!! and the worst part is that they find out that because my parents reported everything, to be honest, and what they did to fixed, which is correct (lawyer and accountant adviced) but they didn't care.
What pisses me off is that many people adviced my parents to not report that sale, and not pay the IVA Tax (over adquired value) and if they find out to pay the fee of $1,100.00 pesos ($100.00 usd) which is by far less than the other fee, so resuming everybody was telling my parents to lie to the goverment. But my parents are incredibly honest, and they litteraly where on tears (because of the anger) because they had to sale because the lack of sales, and now they have to pay the goverment extra money!!
My mother complain at the tax office, "I now belive it is better to be dishonest, to do thing the wrong way, because the honest people get punished by the goverment" after claiming that she didn't listen the "bad" advice of doing the wrong thing and got punished because of that, the tax officers understand a little the problem and gave her discounts, but still is not fair because my parents paid the taxes, completly, and reported everything. They don't have any debt with the goverment.
Is not fair!! my parents lost money on that business and now they are going to lose some more because of a silly thing, which if they didn't reported they would be ok!
DAMN THE GOVERMENT!! they are there to serve us and help us, not to take advantage of us.

punish the honest, what a great lesson!
