Locating the leak inside the house should prompt one to re-open the house shut-off valve thus resuming the meter needle movement. Then the hot water shut-off valve located on the cold water inlet must be closed. If the meter needle stops moving again then the leak is located on the hot water line.
Closure of the valves may be done once the location of the leak was determined so as to prevent loss of water. If the hot water shut-off valve is closed then water coming out will only be cold tap water while closing the entire house shut-off valve will leave no water at all. This, however, is not always the case. If the water coming into the dwellings is not that substantial then the valve may be turned on and off according to use. This allows the users to be able to do laundries, dish washings and take showers which would suffice the situation until the diagnoses and repair of the leak is over.
During leak detection, pipe is often disconnected at the water heater to begin the pressurization with a nitrogen gas, found best in making "high-pitched sound". This sound is detected using high quality head phones and listening devices which when used will try to pin-pint the highest decibel possible equated to the point of the leak. To gain at least 95% accuracy in doing this method, electronic leak detection is often utilized.
