For the Normal cookie setting, "Let me decide every time I receive one" and "Accept all cookies" both use the same setting and both accept all cookies except for cookies blocked in the Server Manager. The difference is in how the entries to block cookies get in the Server Manager. The former prompts for you to make a choice and automates the entering. The latter does not and if you want entries in the server manager to block a cookie, you must manually enter them.
