You can play with Bots with the recent released Prey demo, here are the steps:
1. Press "Ctrl + Alt + ~" to bring up the console
2. then type in: net_allowCheats 1
3. Create a Lan server (A Lan server not an Internet server)
4. After the server is created, type "spawnArtificialPlayer" in the Console
As you can see from the above picture, Bots' pings are 999999. Also, "They don't do a whole lot special though their aim is very accurate but only when they're on a regular axis plane. That means maps like keeper gravity aren't very good for them but they're ok in salvage walk."
If you want to host a server online, then you might want to read the following message from one of the game developer:
If you go over 4 players, please run dedicated. Your players will thank you.
If you have less than 1Mb upload, don't run more than 4 players. Your players will thank you for that, too.
The engine consumes bandwidth pretty heavily, so you are best off running servers only if you really know you have the upload bandwidth (remember that even if you have a 3Mb Cable Modem, your upload is still going to be something pretty subpar. For hosting, your upload is far more important than download.)
P.S. It's been officially confirmed that the final version of Prey will not come with Bots, and Deathmatch & Team Deathmatch will be the only two options available in the Multiplayer mode.
