Tips:
1. Restart Opera before using.
2. Calibrate your monitor: http://www.photofriday.com/calibrate.php
3. You can change the skin color under Appearance > Skin > Color scheme.

Tested on Windows Vista.

- Closed Tab button background weirdness is now gone.

I think, they still need some work.
1. Bottom line of the first button is not alligned to the bottom of address bar.
2. IMHO, lines between icons do not look good. I mean, I liked it more in the previous version.

1. Strange, they are aligned at my end. What operating system are you using, and are your fonts set at default?
2. The lines between the panel buttons serve two functions: to help define the button edges while simultaneously giving the illusion of an extended address bar. The panel bar is now much more integrated with the rest of the browser.
p.s. The inconsistency is because the panel buttons are less essential to browsing then the main navigation controls. In my opinion, they shouldn't be as "eye-catching."

Would love to use a minimal version as well, with a slimmer main toolbar and tab bar. Could also use more contrast on text.

Only problem I have, though, is when using Visual Tabs, there's no way to tell what tab you're currently on; there's no visual identification.
Other than that, this is relatively top-notch. Me likes.

Unfortunately, I cannot reproduce the bug on my XP machine. If I see it again, I will snap the screenshot immediately, and show it to you.
I have another complaint about this nice skin: when visual tabs are enabled, there is no way to tell which tab is active.
