If you want to refer to a specific post, use the URL located in it's permalink button.
The old forums had the same feature, without the name and it sat under a page with folded corner icon.
if you click on it, it takes you to that post. Copy the URL and post it elsewhere to use it.

Well a plain ol' left click will take you to that post, may open it in a new page depending on your settings, but in general since you are already at that post, about nothing happens.
