tabs order when using tab stack

why the new tab, opened out of the tab from the stack always opens outside the stack?
how to change this strange behaviour?

well, than all this good idea with tab stacks looses it`s sense:
when you try to logically organize your tabs in stacks, every new one falls out of this structure.
drag&drop every tab all the time is harder then let it be.
