Opera 11.51 (final) downloads a skin when adding new speed dial ???

Ok, I have just done a fresh install of Opera 11.51 (final) on a friends laptop which happens
to have a clean updated install of Win7 ultimate, So no rogue, redundant or previous settings
of Opera exist on said laptop.

I was doing a few tweaks and settings changes, And decide to add a few useful speed dials to
the speed dial page as this friend have never heard of Opera, Let alone used it, And wanted
their first experience to be a good one. Anyway, On clicking the "Add new speed dial" [+] icon
to add a URL, I was greeted with the skin download progress bar, Then asked if i would like to
keep said skin (Opera Concert -3), And have to keep canceling it. It does it every time a speed
dial is added, Even if you accept and used the (Opera Concert -3) skin, It asks if you want to
install the skin again and again, And you end up having numerous copies listed in the Skins
installed list of the appearance dialogue.

There is obviously something very wrong going on here, But i have not seen it mentioned
anywhere on the forums. Has anyone else seen this behaviour ?.

Oh, And just as a "For Your Information" i have installed Opera 11.10 (which is what i use)
straight over the top of the existing 11.51 install, And that irritating dialogue does not appear
anymore.

What does this skin look like?
