An extension is available for this-

https://addons.opera.com/en/addons/extensions/details/slim-scrollbar/0.8-5/?display=en

After installing the extension, please disable Opera's scrollbars. To do it go to preferences (ctrl+F12) > Advanced tab > Browsing, and deactivate "show scroll bars". Now reload all the open tabs or close and re-open Opera.
However by default the scroll bar will auto-hide after some time. If you want to turn of auto-hide - Go to the Extension Manager (Ctrl + Shift + E) , find the entry 'Slim Scrollbar' and click the third button which has an icon (it looks like a tool). From the options that appear, select 'Preferences'. Now uncheck the Auto-hide option close the tab and reload all open tabs.

Yeah, extensions are always cross-platform. And if it's great you should rate it on the extension page.
