Slow maximum scroll speed on middle button click in Debian

I'm facing a problem which, I thought, was a lack of slider to set maximum speed of middle button click scroll. But on windows scroll speed is just fine.

Already described this problem in other thread.

But on linux even when you use all of your screen to scroll with mouse middle button click it is slower than simple mouse wheel scrolling. This looks like kind of bug and I'm not the only one who faces the problem. I googled this a lot and found some threads on ubuntuforums discussing same problem. I hoped that there is some configuration file to modify.

Can someone confirm that it's a bug?

I suspect it is really an issue of graphics drivers and their use or non-use of hardware acceleration.

Do you have direct rendering enabled?

Looks like it is enabled. Though my video chip is very weak it even has no its own memory. Should I disable direct rendering?

direct rendering: Yes
OpenGL renderer string: Software Rasterizer
