While Opera is closed, you can edit accounts.ini in the mail folder (see opera:about for the location) and customize the Reply= and Forward= lines for each account. See <http://www.opera.com/browser/tutorials/mail/advanced/#custom-reply> for how you can customize it.
However, even if you blank out the reply= line, Opera will still quote. So, I don't think there's any way to disable it.
Not sure why you'd want to disable quoting. You need to quote parts of the message you're responding to. To do otherwise would be rude.
