Did you install it or enable it?
Just in case you just downloaded the components and did not go to the settings:
Tools > Preferences > Advanced tab > Voice: There is a check-box at the top marked “Enable voice-controlled browsing”. It needs to be checked.

Voice in Opera keeps on breaking. Usually, if its broken I can get it working again by disabling it, then re-enabling it in preferences. I guess that would soon get annoying if you have to do it every time you start Opera. There have been hundreds of previous threads on voice. Try an Advanced Search of this forum.

Sometimes when you enable the checkbox “Enable voice-controlled browsing”, it does not ask to download the files and Opera Voice does not work. In that case, uncheck the “Enable voice-controlled browsing” checkbox and re-check it so that it asks for downloading the Voice libraries.
Windows 7 SP1 x86 edition and Windows XP Service Pack 3.
