Keyboard shorcut for cycling windows
Except for Opera, every application allows me to use ⌘ + ` (command + grave accent) to change focus to its next open window. Why is that? Also, I couldn't find any action on the settings that I could bind that particular shortcut to.

The Mac (command + `) works for me in Opera 12 beta(release 1085) on a Macbook Pro. I have one Opera window for Work and another Opera window for Business and it seems to switch fine between the two windows. Sames goes for other Mac apps (e.g. Preview, Firefox) with respect to alternating between multiple windows from the same application.
Command + tab == Switch application
Command + ` == Switch windows within the same app
Make sure there's no binding in your Opera keyboard shortcuts for the "`" (backtick)

Strangely enough, the shortcut works when I switch to the US keyboard layout. Should I file a bug? It's not working with US International neither BrasileiroABNT2, which are the ones portuguese speakers like me use.
