No, you don't need to upload widgets to the Opera server ( http://widgets.opera.com ). You can host them on your own server or share them by email, etc. If you do this, you may prefer to save them locally, in which case you can do the following:
For desktop, just double-click on the .wgt file and (assuming the Opera browser is installed) the widget installation dialog will appear.
For mobile, open the Opera Widget Manager and go to Settings -> Developer tools. You should find an "Install widget" option there.
