could not locate remote server

Hello, welcome to the Opera forums.
Does this happen on a specific Web site? If so, please include the address. If it happens on all sites, you may have a firewall setting that is not allowing Opera to use your network connection.
If you go to your Account > Forum settings, you can add a signature that includes your operating system and version of Opera. This saves responders from asking and you repeating it.

On Win7/Opera 12.16, this worked for me:
1. Go to your start menu and search for "Windows Firewall"
2. Choose "Windows Firewall"
3. Go to "Turn Windows Firewall on or off" in the left side of the window
4. For public settings, choose "turn off Windows Firewall"
5. Open Opera, check if websites that previously showed "Could not locate server" show properly now
6. If all works properly, turn the firewall back on
7. Fixed!
