This is indeed working on Mac in Opera 11.52 and 12.00 Alpha. Drag the config.xml of an extension root directory into the Extension Manager (Command–Shift–E) to install it in Developer Mode. If this is not working, your extension is probably invalid. Check your config.xml carefully and make sure you have all the required elements.
