How to Create Contact Distribution Lists
In the Contacts panel, create a folder and put the contacts you want in it. Then, on the compose tab in the drop-down next to the To, Cc and Bcc fields, there will be an "Add all contacts in folder" option for the folder that will insert all contacts in that folder into the field.Opera doesn't compress all the contacts in the field into a single entry with the name of the folder like other clients though. It just inserts all the contacts separated by a comma. But, otherwise, it works the same as in other clients.

From what I can see this method has a weakness in that if a contact needs to appear in 2 or more distribution lists, you have to "copy" that contact to the other folders. Meaning any name that appears in several lists is in your contacts multiple times! So typing part of someone's name in the 'to:' field results in their contact appearing multiple times in the drop down list. And if you need to update the details of a contact, you have to do it for each distribution list they are in. If you can find them all.
This 'data damage' means that this method is only for the desperate, or people who are sure they don't have any overlapping distribution lists.
If I have missed something, please let me know.

Indeed. Instead of folders, they should be tabs/labels. Unfortunately, they're not and we're stuck with folders.
