Ah, the quoting code quotes literal text entities as-is instead of escaping the & in them with &amp;, which results in the quoter's post showing what those entities represent instead of literal text entities.

But, the quoting code shouldn't do that for stuff inside code tags. The br issue should just be fixed for that part.

The quoting code doesn't block HTML at all, if you have something like <u>underline</u> or even anchors it comes out as HTML - whether or not it is in a code tag.
